Strong border enforcement matters. If Mexico and the U.S. both enforce their borders, caravans have far fewer opportunities to reach the U.S. 🇺🇸🛂

The larger system involved is the UN Regional Refugee and Migrant Response Plan (RMRP), run by UNHCR and the International Organization for Migration with roughly 200–240 NGO partners across 17 Latin American countries. RMRP appeals were about $1.72 billion in 2023, $1.59–1.6 billion in 2024, and about $1.3–1.4 billion requested for 2025. Line items included multipurpose cash (debit cards and envelopes), food, shelter, and transportation. UNHCR received about $2.1 billion from the United States in 2023 and $1.9 billion in 2024 (global totals; a largest share supported Latin American operations). IOM is likewise funded mainly by the State Department’s Bureau of Population, Refugees, and Migration. U.S. money dropped sharply in 2025. A UNHCR Latin America update shows roughly $47 million in direct U.S. contributions for that year, and the 2025 RMRP was only a small fraction funded by mid-year. The administration has said it stopped NGO grants used to facilitate illegal immigration. On the U.S. side, Catholic Charities branches and similar groups received large FEMA shelter grants, and Southwest Key Programs received more than $3 billion over the Biden years. A June 2025 House Homeland Security probe listed more than 200 NGOs that received DHS or HHS funds for post-release services. U.S. write-ups also name ADRA, the Adventist Development and Relief Agency, and the New York nonprofit Proyecto Faro as part of the aid pipeline that tracks or assists caravan migrants. ADRA is a long-time USAID and State Department grantee; Proyecto Faro is described as funded by private foundations, including the Harry Donenfeld Foundation and the Freedom Together Foundation (formerly JPB). Historical Soros/Open Society links to caravan organizing are indirect: National Immigration Forum, an Open Society grantee, gave about $60,000 to Centro Sin Fronteras (tied to Pueblo Sin Fronteras) in 2010. The September 2026 march has clear cash support from a Jesuit migrant network in Guatemala and the usual shelter network in southern Mexico, plus commentary from the old Pueblo Sin Fronteras circle. The multi-billion-dollar U.S.-funded UN/NGO route system that operated through 2024 is the larger funding story; that flow was cut back in 2025–2026.
