🚨 NEW: Marc Andreessen on China's manufacturing dominance "There's three industries that follow phones that the Chinese own the global market at: 1) Drones Something over 90% of all the consumer drones are made in China. Which is what the US Military also uses. It's the whole ecosystem, it's all of the componentry. The Biden FAA has been trying to kill the US drone industry as part of its war on tech. China is now sanctioning our own drone companies for batteries made in China. They have leverage. 2) Cars The drone supply chain is analogous to the car supply chain. The new Chinese cars that are coming out are really good and they have a giant advantage on cost 3) Robots The Chinese are 100% of us in Robots. We have the leading R&D but they have almost complete dominance in manufacturing capability. They have the 1000s of companies that make all the components that go in robots. Our Boston Dynamics SPOT robot cost $50,000. China has a similar product that looks and acts similar and is even hooked up to an LLM and it only costs $1,500. This is all upstream from all the military applications because it's all the same supply chain. We have to confront this. Having this fragmented approach where we hate tech and then somehow think we can develop a competitive response to tech is not coherent. We have no whole of government strategy on technology or China. Zero. It turns out the President matters.

I thank each of our combat brigades, all soldiers, and commanders who are using all their strength to destroy the enemy, especially by effectively deploying our drone capabilities. Our Ukrainian Defense and Security Forces are already gaining an advantage in this area – in July, our soldiers deployed more drones than the occupiers. This needs to be a steady trend on the front – across all types of drones available to our units: from FPV to all others, including our long-range drones – which are already having a strategic impact on the war. Its microwave system "Leonidas" for the first time hit a drone with fiber-optic control - one of the most difficult targets for modern electronic warfare means. Ukraine and Poland are preparing to host the Ukraine Recovery Conference this June. It is especially important for us that, for the first time, this annual conference will include a dedicated security and defense dimension – a key pillar of Ukraine’s recovery alongside energy, private sector development, human capital, and infrastructure reconstruction on the path to EU membership. I spoke about this at the “Road to URC” event in Rzeszów. Since the beginning of the full-scale invasion, Ukraine’s defense industrial production capacity has increased 50-fold. Nearly half of the weapons used by our Defense Forces are produced in Ukraine. We have one of the fastest innovation cycles: from idea to active combat deployment in as little as three months. Ukrainian drones, ground and maritime systems, electronic warfare capabilities, counter-drone solutions, and new types of missiles are already changing the nature of modern warfare. The world is very interested in this experience. We are ready to expand cooperation and integrate Ukraine’s defense industry into the European space. The “Build with Ukraine” and “Build in Ukraine” initiatives create tools for developing joint ventures and localizing production both in Ukraine and in partner countries. This is a shared investment in the security of our continent. I am grateful to the Ukrainian defense manufacturers who presented their stands in Rzeszów. Ukraine is ready for defense partnership. By the end of 2024, a second Chinese restriction on the sale of components further complicated these transactions for both sides. Both industries were already manufacturing various components in small quantities, but still heavily dependent on Chinese imports. While the Russians expanded their intermediary networks to bypass restrictions and maintain Chinese imports, the Ukrainian Ministry of Defense decided to invest in local companies to produce fiber-optic cables. Essentially, all other components continued to be imported from China via intermediaries, but strangely, several Ukrainian companies started manufacturing low-quality cables and received government funding. The result was an unprecedented superiority of Russian drones on the battlefield, while Ukrainian fiber-optic drones were produced in much smaller numbers, with limited range and low-quality fibers that broke easily. This mistake of nationalizing such a sensitive component was initiated by the Ministry and not due to Chinese restrictions, since all other components continued to be imported through intermediaries. In my view, it was a bold strategy that ultimately failed, compromising the Ukrainian advantage until that moment. You either win the war or make money. It's hard to do both. It will be a major challenge for Ukraine to regain its front-line capacity as it previously was, facing a Russian production of 500,000 fiber-optic drones annually. This significant error weakened Ukrainian defense, which was already operating with low manpower and high desertion rates, but was still adjusting and maintaining the front through the hiring of mercenaries for many months. Given the scarcity of equipment on the front line, there is doubt whether lowering recruitment age will have the desired effect to sustain the front for a long period. It would also be necessary to resolve the issue with fiber-optic drones and for Ukraine to receive another batch of equipment from 2023, which I believe is unlikely. The situation involves multiple aspects of deterioration that have persisted for a long time, continuing to impact the AFU. While financial aid is being maintained, the absence of American support with weaponry is being felt as a crucial issue.
