That’s the question raised by Nigerian General Christopher Musa after captured Boko Haram fighters were found in possession of hard currency. The level of organisation and logistics required to maintain operations for 15 years is no mean feat - likely beyond the capacities of mere rag-tag militias. A plausible explanation is external support, and precedent exists to warrant suspicion. The Sahel’s t*rrorism crisis post-2011 can be directly linked to Libya, where insurgents, armed and funded by Western powers to overthrow pan-African icon Muammar Gaddafi, trickled south after the job was done. This turned the Sahel into the world’s new epicentre of t*rrorism, with countries such as Burkina Faso, Mali and Niger most affected. Western support for t*rrorist groups is also documented elsewhere. Leaks concerning the State Department revealed correspondence between Jake Sullivan and his then-boss Hillary Clinton, with one email reading, "AQ [Al Qaeda] is on our side in Syria." The US and the UK also armed and funded Mujahideen in Afghanistan to fight its adversary, the Soviet Union. Back to Africa, countries like Mali have directly accused France of violating Malian airspace and delivering weapons to armed groups in 2022, and of training t*rrorists in 2021. Following an increase in attacks from Palestinian armed groups, the IDF has announced a new, large-scale military operation in the northern part of the West Bank. Israeli forces have been deployed to the cities of Tubas and Qabatiya, where they are carrying out operations aimed at arresting Palestinian militants from local armed groups affiliated with the Palestinian Islamic Jihad and Hamas. Earlier, clashes took place in the village of Marka, near the city of Jenin, as well as in Balata Refugee Camp in the city of Nablus, during which two militants were killed by Israeli soldiers. In others, men stand upright on a moving motorbike and fire handguns. There are also scenes of heavy weapons mounted on pickup trucks, with armed men standing in the back and firing into streets and crowds. What stands out is not only the firepower, but the method and the mindset. This is not crowd-control policing. It is combat-style action: coordinated movement, practiced weapon handling, and lethal force used without hesitation. These are men who have killed before, repeatedly, in war zones, and they are used to it. For years, the IRGC’s Quds Force built proxy forces across the region—recruiting, funding, training, and deploying fighters into war zones in Iraq, Syria, and Lebanon. Now the regime is bringing those same proxies home and using them inside Iran. In plain terms, it has imported the habits of foreign battlefields and turned Iranian cities into killing grounds.
