FEMA wants to restrict civilians helping civilians because FEMA directs aid through their political friends so they get a piece of the aid $$$. If you take a case of water bought at Costco, and distribute it to those in need, that is $$$ taken out of the pockets of the cronies.

As licensed commercial drone operator, it is the responsibility of the drone pilot to move the drone away from active aircraft in sky when flying in unrestricted areas. Problem solved. They already have the rules in place.
