Trump claims that under a signed agreement, the U.S. can go into Ukraine and take pretty much whatever rare minerals it wants. “So, no, we have a great military, amazing military. I built it. I built the military in my first term. Now, Biden gave away a lot of military, a lot of it. He gave away a lot, 300 billion dollars. Can you believe it? And he could have, Europe would have paid for it. All you had to do is ask. Now they pay. We give them things, and they pay. They didn't pay under Biden. But, if you remember, we made a deal, in theory, we get back our money because we made a deal for rare earth, and we made a deal to go in and we have the deal, you know what I'm talking about. It'll might be worth much more than 300 billion dollars. But we can go, and Ukraine is very rich, very fertile soil in terms of rare earth. And we have a contract signed having to do with rare earth. We can go in there at any time we want to take pretty much whatever we want. That's a pretty good deal.” Yes, an agreement was signed. On April 30, 2025, the United States and Ukraine officially signed the U.S.-Ukraine Critical Mineral Agreement (establishing the United States-Ukraine Reconstruction Investment Fund). However, the reality of the deal differs significantly from what Trump says. The agreement establishes a joint investment fund where Ukraine agreed to contribute a portion of future revenues and royalties from newly issued licenses for critical minerals, oil, and gas exploration to aid in the country's economic recovery. It does NOT sign away Ukraine's sovereignty, nor does it grant the U.S. the right to simply walk in and take whatever resources it wants. Ukraine maintains complete ownership over its natural resources and domestic infrastructure, and the fund is structured as an equal, jointly managed partnership. Furthermore, the mineral agreement does not require Ukraine to retroactively reimburse past military aid.
