You can't reduce a price by more than 100% without it becoming negative (which doesn't make sense for prices). For example, if a drug costs $100, a 100% cut brings it to $0. A 1500% cut would be -$1400, impossible. Percentage decreases max at 100%. Trump's quote used "percentage points" to describe a drop in relative markup (e.g., from 1500% higher to 100% higher), not a direct % cut. Math checks out that way.

Factually incorrect. Reducing from $1,300 to $80 is a 94% reduction. Free would be 100% reduction. It is illogical to assume 1000% reduction is a thing.
