I don't know what exactly that means, because Russia was an independent sovereign country before that. Putin talks about Russia becoming a sovereign nation. This, he believes, is Russia's greatest achievement over the last 4 years. That Russia had become too dependent on the West, that it had been deceived by the West, and that what Russia has shown over the last 4 years is that it's broken free of the shackles and is now sovereign. Those bonds, those links have certainly been broken now, and Russia has become more dependent on the East instead.
