No overhaul. Eliminate and move on. Volunteers have proven far more efficient. Let them coordinate with state and local officials

End FEMA and move disaster response back to the state level
Shut down Fema. Send the funds to the states. The states know the needs better and reduce bureaucracy.
FEMA should be one of the first agencies eliminated by DOGE. They don't actually do anything, they just route money to others. The entire agency could be replaced by a spreadsheet.

Floridian here, it never fails… they promise help is on the way, and it isn’t… then everyone moves on about their lives that were not affected. Those that were will get their land grabbed and most likely be barred from home insurance and ever getting another home loan. There isn’t going to be extended help after that one time payment, there will be no help at all. Anyone affected by the natural disaster, I encourage you to watch who’s trying to buy your land when you’re loosing it. If they are investors, what investment firm or who funds them. Here in Florida it has been BlackRock mostly or foreign investment firms to put duplexes up for double passive income with high priced rentals. When an investor comes to you because your property has been condemned by FEMA, you’re only option is to take the check and walk away. People will blame you for why insurance companies will not insure because they choose not to rebuild with FEMAs help. Truth is, FEMA does not offer assistance for those in natural disasters that face catastrophic damages beyond a citizens control.
