President Trump signed an EO Friday establishing a “state sponsor of wrongful detention” designation that could be accompanied by penalties to deter Americans from being detained abroad or taken hostage. “With this EO you are signing today, you are drawing a line in the sand that US citizens will not be used a bargaining chips,” Sebastian Gorka DrG, senior director for counterterrorism on the National Security Council, told Trump. At the inaugural US Hostage and Wrongful Detainee Day in March, Trump emphasized he had “no higher obligation than to keep American citizens free, safe, and secure.”
