It’s working well for me.” I believe this is the first time a Chicago mayor has acknowledged this freakish governance structure in public. Chicago’s mayor is also the only big city mayor in the country who directly fills City Council vacancies. Chicago City Council should elect its own president to preside over the legislative branch. And get the mayor out of council appointments. These governance rules typically live in a city charter. But Chicago is the only major city in the country without a charter. So these rules live in state law.
