Here is another example from today,it absolutely means something, It's definitely a show of dominance. Just like in the animal kingdom in any pack The leader always pushes the others around just to remind them he's in charge.

It's much simpler than that. Macron tried to assert his dominance over Trump by controlling the handshake (having his hand above) but Trump would have no part of it and asserted his dominance by forcing Macron's hand downward and keeping his hand above Macron's.
