Here is what President Woodrow Wilson said on Dedication Day June 4, 1914 | Arlington National Cemetery | Dedication Day | Reconciliation Memorial I assure you that I am profoundly aware of the solemn significance of the thing that has now taken place. The Daughters of the Confederacy have presented a memorial of their dead to the Government of the United States. I hope that you have noted the history of the conception of this idea. It was suggested by a President of the United States who had himself been a distinguished officer in the Union Army. It was authorized by an act of Congress of the United States. The corner-stone of the monument was laid by a President of the United States elevated to his position by the votes of the party which had chiefly prided itself upon sustaining the war for the Union, and who, while Secretary of War, had himself given authority to erect it. And, now, it has fallen to my lot to accept in the name of the great Government, which I am privileged for the time to represent, this emblem of a reunited people. I am not so much happy as proud to participate in this capacity on such an occasion: proud that I should represent such a people. This is the consequence of saying “It is illegal to go to war against the cartel” when you say that, the people are sick and tired of the exacerbated violence and cartel activity around the country. We were in the front lines, the whole time, and I can tell you, of course, like every protest they were infiltrated individuals, but a lot of these young kids they were yelling that they do not want to live in a narco government. And that they are sick and tired of a narco president. Those were their claims every single moment of this protest. Tear gas was shot multiple times, And small explosives were thrown by the police officials to the population, also this shows the lack of preparation and complete intolerance of the police officers as they took the decision to confront the population with rocks, throwing them to vulnerable citizens, who were there only to manifest their selves. A complete disgraceful attitude by police officials, and also by some infiltrated individuals. But this shows inevitably the exasperation of the population that is sick and tired of being governed by individuals, who are not willing to protect the people, and instead they protect the organized crime.

As I explain below, one of the things that has led to so much of the crime and disorder in our towns and cities is the disappearance of the Non-Commissioned Officer in public life. When I was growing up, almost every town had a police Sergeant, usually a man who had been a Sergeant Major in the armed forces. They were tough and knew how to command respect, but not domineering. They were the kinds of men that Rudyard Kipling respected and wrote so much about. This figure has been shouldered out of our society. Bringing it back would do much to restore a sense of order and civility to our streets.
