In a 2-1 ruling, the judges sided with preservationists in finding that the president does not have the authority to build the 90,000-square-foot structure on the site where the East Wing once stood. But construction may not stop right away. The judges gave the administration two weeks to appeal the ruling to the Supreme Court. President Trump called the decision "unjust" and said it should be overturned "in its entirety."
