Meet Charles Mutiso, a Grade 3 pupil at Njiru Primary School. Charles is a child who should be sitting in a classroom, holding a pencil, learning how to write his future. Instead, he is walking from market to market, alone. Charles is suffering from a severe skin disease that has painfully deformed parts of his body. Out of fear that the condition might be contagious, teachers sent him home. Since then, no one has followed up. No doctor. No treatment. No return to school. Just silence. His parents are divorced. His mother, Veronica Akinyi, struggles on her own. His father is absent. With no stable care, Charles now spends his days roaming the streets sometimes playing, sometimes collecting plastics. I lived in seven homes over the course of just under five years. This raises the question: why does the system work this way? Why are kids so frequently placed in different homes? One reason is that birth relatives sometimes reenter the picture. For example, a mother may sober up, or a father may return. In my case, my great-aunt was able to care for me. However, if a child stays in one placement for too long, it can lead to attachment and loyalty issues. If a foster child is with one family for six months or a year, they may become comfortable and emotionally attached to that foster family. But when a birth relative reappears, the child often doesn’t want to leave. The foster parent, too, becomes attached and may be reluctant to let go of the child when a birth parent comes back. To resolve this, the foster system frequently moves children between different environments. This reduces the likelihood of loyalty conflicts or tension between foster families and birth relatives.
