Because everyone know that when you inscribe a message on a knife it reaches a limit break and unlocks the hidden skills.

Machetes are useful tools in the bush or on farms etc. They're also used by immigrants and criminals for brutal crime. (Banning guns only made knives more popular, and you can't ban knives because they have so many legitimate uses.) Also if you wanted engraving on a knife, you could just get it done afterwards.
