She was parked perpendicular and acting like a bridge troll. She would allow cars that were not ICE related to pass by, including a white SUV seconds before the ICE vehicle arrives — and at that moment her car lurches forward. They stop and that's where this whole confrontation starts. Here's a frame by frame video of the drive off. Here you can clearly see she accelerated before he fired the shots. I think she was panicking and only trying to get away, not deliberately harm the officer.
