San Francisco already has a financing district for Treasure Island — Infrastructure and Revitalization Financing District No. 1, authorized to issue up to $780 million in bonds. On September 15 the Board of Supervisors sits as a Committee of the Whole to annex more territory into it and authorize another $520 million. The electrical system serving roughly 450 legacy households is not on that district’s list of what the money pays for. Not once in 199 pages.
