Hello from Germany, in the company where I work we build concrete mixers on trucks, so the underride protection must be checked by us, at a speed of 170 the driver must come out with minimal injuries when the car hits, furthermore our underride protection must not be dismantled, the separation is usually done in non-EU countries. America is one of them.

The Mansfield bar on the back of a trailer is a mandatory part of the trailer. A trailer without this bar is illegal. If this bar is missing sections or bent the trailer is illegal. 49 CFR 571.223 pertaining to rear impact guards on trailers:

If you remove them in the EU, you will be stopped by police very quickly and have your license plates removed. In addition you will get a hefty fine.

That bar is called an underride guard, and more specifically on the back of a semi-trailer, it's known as a rear underride guard or sometimes a Mansfield bar. The nickname "Mansfield bar" comes from a tragic 1967 car accident that killed actress Jayne Mansfield. After that, regulations were introduced requiring these guards to help prevent cars from sliding underneath trailers in rear-end collisions.
