Martin Fayulu, who today is one of the leaders of the #DRC Opposition, former presidential candidate, and leader of the ECIDé party calling for "National Dialogue", has consistently fueled anti-Tutsi hate throughout his political career. His latest xenophobic comment on Tutsi Banyamulenge is not a simple slip of the tongue, but illustrates the wider systemic anti-Tutsi xenophobia characterizing the current Kinshasa regime and its genocidal #FDLR backers. On March 9, 2020 at the French Senate, Fayulu spoke at a conference titled "60 Years of Instability in Africa of Great Lakes", alongside a convicted denier of the 1994 genocide against the Tutsi, the Cameroonian Charles Onana, as well as other prominent genocide deniers such as the Canadian Judi Rever and French Hubert Védrine. In his intervention at the French Senate, right after directing a xenophobic comment at the La Francophonie Secretary General Louise Mushikiwabo, contesting her legitimacy to lead the OIF because she is (Tutsi) Rwandan, Fayulu went on claiming that the Tutsi have "infiltrated" and "invaded" the armed forces of Congo. The notion of “Tutsi infiltration” is an old conspiracy theory used by the perpetrators of the 1994 Genocide against the Tutsi in Rwanda against the hundreds of thousands of Tutsi who were pushed to exile and subjected to targeted killings by the consecutive genocidal governments of Kayibanda, Habyarimana and Sindikukwabo, since Rwanda's independence. This theory of a "Tutsi foreigner-infilitrator-invader" has then consistently been used since the 1994 genocide by genocide deniers and promoters of the anti-Tutsi genocide rhetoric, which is today politically and militarily embodied by the #FDLR and their support networks which include the DRC Government of Felix Tshisekedi. At the conference on March 9, 2020, Fayulu, addressing the French Senate in Paris, declared: "I’ll give you a figure. Today in the Congolese army, which we call the FARDC… there are 300 Tutsi officers… I have no problem with that, I grew up with Rwandans. I play tennis, I was in friends’ groups with them, we are brothers and sisters… but what is going on? In the Public Force, which is what the Congolese army was called before Independence, there wasn’t a single Tutsi. In the ANC, the Congolese National Army after independence, there wasn’t a single Tutsi. In the Zairian Armed Forces, the FAZ, there weren’t any. Today, how is it that there are 300 officers, more than 100 generals… What is really happening here? Fayulu’s concluding rhetorical question was not a simple harmless statement. In the ongoing context of systemic Tutsiphobia in DRC, widespread use of anti-Tutsi hate speech, arbitrary arrests of thousands of Tutsi-looking or Kinyarwanda speaking Congolese, hate attacks and killings of Congolese Military and Police personnel of Tutsi origin*, Fayulu’s statement is a discursive weapon of incitement to violence, hate crimes, and ethnic cleansing of Congolese Tutsi in DRC. *A report published in January 2025 by Never Again Rwanda “Hate Speech and Violence Status Report in DRC (2021-2024)” has documented, between 2021 and 2024, twenty-seven (27) cases of targeted attacks or killings of Congolese Tutsi Military and Police personnel, labeled as “Rwandan infiltrators”, “Rwandan spies”, etc. The lynching of Captain Patrick Rukatura Gisore (video recorded and shared on social media), who was burned alive by Wazalendo in Goma on November 9, 2023, is well known. The case of Lt. Bob Ngirivugizi, who was hanged at his home by his own colleagues on March 18, 2023, is also well known. The mainstream media such as Le journal Afrique TV5MONDE, that provide a platform for such promoters of anti-Tutsi ideology (as seen in this interview below with Fayulu), and the lack of denunciation of such dangerous rhetoric by the "human rights" organizations Human Rights Watch and Amnesty International, contribute in this catastrophic normalization of genocide ideology which has led to 1 million Rwandan Tutsi killed in 1994 and tens of thousands of Congolese Tutsi killed in DRC, as well as close to a million Congolese Tutsi pushed to exile. Owing to such normalization of anti-Tutsi hate in Congolese politics and mainstream international media, being Tutsi today in Congo, protecting the Tutsi from targeted violence, or refusing to espouse such hatred against the Tutsi, has turned into a death sentence. We have seen it materialized in the widespread targeted killings and arbitrary arrests in Congo, as well as in the death sentences by DRC Government against the members of #AFC/#M23/#Twirwaneho (including against their family members such as the wife of Corneille Nangaa), or against the former president Joseph Kabila.

The incitement to hate speech against Rwanda is directed against the Congolese Tutsis and part of the genocidal agenda of #Tshisekedi Présidence RDC 🇨🇩 . The Somali senator, who is well informed, has confirmed that Al-Shabaab terrorists are at the gates of #Mogadishu and that many evicted youths in the capital are being recruited by the militant group. He warned that after Somaliland’s breakaway in 1991, Puntland and Jubaland could follow suit unless Hassan Sheikh Mohamud is stopped—a warning he directed at politicians in coming from #Mogadishu. I personally thinking there is one exception, if your position is government funded and requires neutrality, for example teachers … they absolutely should not teach and express public opinions in that category.

The Point of No Return: DRC Army Calls for the Mass Killing of the Tutsi in DRC On Dec 29, speaking on behalf of the Congolese army, General Sylvain Ekenge delivered an official communication on the public TV channel RTNC.CD, in which he designated the Tutsi as the ultimate enemy to eliminate, including women and children. ➡️The FARDC Officiel SCIFA spokesperson indeed: 1) defines the Tutsi as the "Nilotic" foreigner/invader (from Abyssinia) who have come to "colonize" the Great Lakes, following the Hamitic conspiracy theory which led to the near-extermination of Tutsi in Rwanda from 1959 to 1994 (Video 1), 2) links the term Ubwenge (which means intelligence), to the notions of maliciousness, dishonesty, manipulation, deceitfulness, immorality, infidelity, perfidy, betrayal... which he attributes to the Tutsi as a definite, immutable moral characteristic (Video 1), 3) defines the Tutsi children as equally evil and morally corrupt (Video 1, 2), 4) establishes a symbolic link between the Washington agreement signed between DRC and Rwanda, and a "civil marriage" between a non-Tutsi Congolese man and a Tutsi woman (he describes as the primary tool of manipulation, betrayal, and deceit), thus comparing the Washington agreement to a "contract of betrayal" similar the infidelity of a Tutsi woman (Video 1, 2), ➡️ FARDC spokesperson then CALLS FOR ACTION against the designated Tutsi enemy. He says: "we need to keep our eyes open and to give the signal to begin..." ("nous devons ouvrir l'oeil et le ban"). By "we", he refers to FARDC and its coalition forces (#FDLR, Wazalendo, Mai-Mai, FDNB) and all non-Tutsi Congolese. His use of the expression "ouvrir le ban" constitutes, from a military terminology standpoint, and in the context of the DRC war, an open incitement to eliminate all Tutsi in the country. ➡️This analysis follows the notion of "DANGEROUS SPEECH" defined by speech expert Susan Benesch who has demonstrated that all the genocides have been preceded and accompanied by "dangerous speech" (which is harmful and calls for violent action against the targeted group), as opposed to hate speech (which is hurtful but not harmful). ➡️Benesch indicates that the most dangerous speech is the one pronounced by "a person of authority" who "has access to troops" in a context where the audience has been exposed, through repetition and over a period of time, to the same dehumanizing, discriminatory, harmful rhetoric against the targeted group. ➡️The FARDC spokesperson in his position of authority, under the highest command of the president of DRC Felix Tshisekedi, and owing to his "access to troops", constitutes a green light, and by extension a direct call, to all FARDC personnel and their coalition forces, as well as simple non-Tutsi Congolese civilians, TO ELIMINATE ALL the Congolese Tutsi, including infants.

Dear Félix A. Tshisekedi, We are not in 1981, and Canada is not the corrupt #DRC. In 1981, the Congolese government stripped citizenship from the entire Kinyarwanda-speaking community, and since then, the DRC has aligned with Habyarimana’s regime in its campaign to exterminate the Tutsi people. Today, the Canadian government is being misled into repeating history by targeting those who fled persecution from the DRC—a country that has persecuted and displaced hundreds of thousands of Congolese Tutsi. The regime of Tshisekedi, now failing on all fronts, has resorted to paying Congolese individuals in Ottawa to push this agenda. But Canada is well aware of who these frappeurs really are. The world is awake. Yes, I am a governor—not of terrorists, but of the Congolese people, whom you have stripped of everything while arming them to kill one another. Our movement is peaceful, governed by the rule of law, and committed to upholding human rights. In the areas we control, there is no death penalty, and communities coexist peacefully. Journalists are free to come day and night without fear of losing their accreditation for simply doing their job. It is unfortunate that some politicians prefer rhetorical populism which is externalizing all its problems instead of looking inwards for solutions. Without an honest comprehensive internal process that addresses security and governance challenges, the DRC will not be at peace. Even without M23, the DRC suffers from an ineffective government, with more than 100 rebel groups preying on ordinary civilians.
