It happens every year - seasonal rainfall. Sometimes stronger, sometimes weaker. Here are 60+ links for Spain dating back to 2013 Lots of flood stories in only 10+ years. BTW - it is also raining in the Sahara. The Sahara used to be a forest and savannah.

Floods nothing to do with CO2 - the most precious life giving gas - only 0.04% of air. Likely cause is that the Earths magnetic field is rapidly decreasing in strength and the poles shifting - happens every 6000 years. This allows a lot more cosmic particles into our atmosphere which seed clouds causing rain.
