I would put ricotta instead of yogurt...still low carb.

That's very like the Portuguese dish Bacalhau à Brás without the fish but with sliced cabbage instead of fries.

I have used cabbage leaves in place of corn tortillas for king ranch casserole and it’s so good. My granddaughter loves it!
