All that money was stolen by the same people that keep Democrats in power in California. Audit the CA train project, and you'll find a LOT of fraud, and a lot of kickbacks to Democrats and their campaigns.

I’ve worked in California, and California workers are some of the best, but the state strangles them at every turn. I left California alone because I saw petty bureaucrats ruin contractors for the sin of competence.
