Unless there is missing context that would alter things, she is 100% in her rights to not allow anyone (including law enforcement) into her home and in that sort of situation, she is under no obligation to lower her voice as she stands inside her own home. That officer has no reason to threaten her and in fact must be punished for doing so. He has to remember that when in uniform, he is not the boss of the citizen. It's the other way around. It seems that the cop should have attended to the person he claims is injured and leave the woman alone. BUT there's probably more to it than this.
