Cameraman found some tiny strange bugs dancing around a leaf while hiking. Someone please tell me what the heck they are?

Those are Woolly Aphids. They’re sap-sucking insects that are most commonly found on/near apple trees. They resemble fluff hence their name, but once they become adults, they grow wings and can fly.
