In Rwanda, authorities depicted Tutsis as deceitful and existential threats, laying the groundwork for the 1994 Genocide against the Tutsi. 2. In Nazi Germany, officials warned against Jews “polluting” society through marriage, a prelude to exclusion, persecution, and mass murder. Similar rhetoric preceded atrocities in the Balkans and in Myanmar. Genocide does not begin with machetes or guns, it begins with words. This is not political discourse. It is not patriotism. It is an unmistakable warning sign. The High Plateaus of Minembwe have become a major battlefield following the withdrawal of the Rwandan military (RDF) from Uvira and the subsequent redeployment of its forces to the High Plateaus of Minembwe. On 20 June 2026, the Rwandan military (RDF), through RDF aircraft, reportedly supplied ammunition and military equipment to the RDF/M23/Twirwaneho coalition in villages surrounding Minembwe. These actions are reported to be fueling the ongoing conflict and contributing to serious violations of international humanitarian law. This follows public calls by Fredy Kaniki urging members of the Banyamulenge community to join the M23 rebellion and fight against government forces and state institutions. Such calls risk communalizing and instrumentalizing the conflict along ethnic lines. They may further undermine ongoing peace efforts, including the Washington peace process, while providing justification for the continued presence of Rwandan troops in eastern DRC and for the crimes attributed to them during the ongoing conflict. Meanwhile, the Government has instructed the Ministry of Education to organize the National Examinations for students in Minembwe. However, on 21 June 2026, at approximately 9:00 a.m., the RDF/M23/Twirwaneho coalition reportedly launched attacks against the civilian areas of Kakenge, Kalingi, and Ilundu, which are under the protection of the FARDC, with support from Rwandan military drones. These attacks have further deteriorated the security situation and are placing at risk students who are expected to sit for the National Examinations. The communities of Minembwe urgently call for the protection of civilians and educational activities. They wish to see their children take the National Examinations, scheduled for 22 June 2026, in accordance with the national education calendar and without further delay. Torture is a Crime Under International Law – Nigeria Must Be Held Accountable Torture is unequivocally prohibited under international law. The United Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), to which Nigeria is a state party, explicitly states in Article 2(2): "No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture." Furthermore, Article 1 of the Convention defines torture as any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted by or with the consent or acquiescence of public officials. The prohibition of torture is also enshrined in Article 5 of the Universal Declaration of Human Rights and Article 7 of the International Covenant on Civil and Political Rights, both of which affirm: "No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment." Despite these clear legal norms, the Nigerian regime continues to support and shield the Nigerian Army in its persistent use of torture, arbitrary detention, and extrajudicial actions—particularly against Biafran civilians, activists, and human rights defenders. Documented evidence and firsthand testimonies reveal a disturbing pattern of systemic abuse, targeting the Biafran population for peacefully asserting their right to self-determination. The Nigerian government's complicity in these human rights violations is not only a breach of its international obligations but a crime against humanity under the Rome Statute of the International Criminal Court. We, therefore, condemn in the strongest terms the Nigerian regime's endorsement and concealment of torture and other brutal practices against the Biafran people. These acts cannot go unpunished. The international community must act. It is time to uphold the principles of human dignity and the rule of law by supporting Biafra’s lawful quest for recognition. Biafra is a nation built on justice, democracy, and human rights. Unlike the oppressive Nigerian state, Biafra stands firm in its commitment to international norms and treaties, including the absolute prohibition of torture.
