Social security will have to go away at some point e point. And I don’t envy the politician that has to do it. But they need to propose something like this: If you are drawing, nothing changes. If you are paying in, lump sum transferable to the qualifying retirement account of your choice. 401k, IRA, etc. Then stop the entire program and shut the doors once the last person is paid out.

Your forget that the things that are included into mandatory that are being cut. All wages fall under mandatory. Call me crazy but they cut some of that already. How many employees so far? How much in salary and benefits? Bet you it's pretty high.
