There has to be some electric pumping going on somewhere, sadly nature does not work like that.

They’re set at different elevations with different amounts of water already in the bucket. The one with water added is slightly tilted back (spout slightly higher). This is deceptive camera angles. The water will find equilibrium, probably immediately following cutting the video.
