If the increment was 2 second, after last move of black player time should be increased in that amount, so time should be greater than 2 seconds. Why this player only had one second?

I had a similar position with 2 seconds on the clock and force mate!. I delivered a mate and the cock was 00 The Arbitar was watching and considered me loser. However, the lead Arbitar later when he came to know the incident.. he said it should be a draw as this is a force mate.
