If Canada’s army were to suddenly acquire, say, several brigades of fully trained, fully equipped troops from say, the PRC, that would be problematic. Or any kind of military unit from said extra-continental adversary of the United States. It would need to be addressed. Seems weird and seems like a bad idea. But props where props are due, Carney is weird and enamored of bad ideas, so OK.
