Carney’s line sounds nice, but it skips a basic fact about how countries work. A country does need some shared identity and norms. Not uniformity in culture or background, but agreement on core things: the rule of law, free speech, equal citizenship, and common institutions. Without that, you don’t get unity. You get fragmentation. Political scientists have been pointing this out for years. High-trust societies function because people broadly agree on the rules of the game. When identity politics replaces that with dozens of competing group identities, politics stops being cooperation and becomes permanent grievance bargaining. Canada’s original model wasn’t “no shared identity.” It was shared civic principles with room for cultural diversity. Think: British common law, parliamentary democracy, individual rights, and equal citizenship. If you remove the shared foundation and focus only on differences, the country stops acting like a nation and starts acting like a negotiation between tribes. Unity doesn’t require everyone to be the same. But it absolutely requires something in common.
