Wait, so if I launch a new ad set with the winning format testing 5 different hooks and it doesn’t spend at all that means those new hooks are all trash?

This video makes it look like in week 2, you should have turned off the 3 ad sets which didn't win in week 1. Is this true? Should you only have max 4 ad sets running in the CBO at any one time? Thanks
