Make the regular tm system the same as elites but make them a little bit rarer (not omega rare but slightly rarer to see). The only difference between elite and regular tms is that elite you can choose legacy moves.

The worse part of this was the fact you did it the noob method versus going into items -> cTM -> Pokémon. couldn't watch it past 2. Pain.

I’ve always said the TM system needs to be like the ETM system. Remember when everyone was wasting their Charged TMs on Mew?
