In the 90s I was sent to Philippines on a project for work. My co-worker had a Japanese wife, and she gave him condoms for his trip. I had trouble digesting this as a young man. Purely anecdotal, not sure if it speaks to Japanese culture. I spent plenty of time in Japan, but never discussed this.
