The ground is basically losing strength beneath the surface, usually in water-saturated soil, so it can start behaving less like solid ground and more like a thick, shifting slurry. Roads and pavements can crack, sink or tilt as if they’re floating on something unstable, and you sometimes get water and sand pushing up through the surface. It can look like the ground is moving in waves or “sailing”, but what’s actually happening is the soil structure collapsing temporarily under the shaking.
