This is expected. There's a local move in your machine and the time it gets to server. Apparently chesscom corrects it to the time the player moved in his local machine. We call this PING in video games. Although 0.9 is quite high ping. It also depends on each player connection

Time discrepancy is likely caused by network latency between your device and the server, compared to your opponent's connection. The server might register your moves slightly slower due to differences in ping or internet stability, which can lead to variations in time allocation
