If the odds of taking fire are low, a PC with body armor is probably not necessary. You should still take time to train with your PC and body armor so that if you DO need it, you're not caught off guard trying to maneuver with the extra weight and bulk.

+1 for gummy bears...I have patrolled in mountains with full body armor, chest rig only, and H-harness (with and without armor), and H-harness was my favorite. There are a lot of challenges that come with this, like integrating rucks and sustainment gear etc.
