2012. Election year. Obama announces that he is finally getting tough on China and that there will be an investigation into China's trade of rare earths. China looted us during the Obama years. Even Schumer admitted that Obama didn't do anything to push back against China's unfair trade practices. By 2016 China was processing over 90% of the world's rare earths. 90%. Now their global domination of the rare earths market is one of the biggest cards they have to play against us.

It is a form of export control, which is that those who use the rare earth processed in China are required to submit applications for using the rare earth process in China. That may be a distinction without a difference, but the Ministry of Commerce later on clarified their position. If fully implemented, this is going to send shockwaves globally because every electronic production uses rare earth. They set the threshold so low that virtually it means that everybody has to submit an application in order to use the Chinese processed rare earth."
