This money is enough to completely rebuild the infrastructure of the United States and educate several generations of American citizens. China has done just that - China did not participate in any wars for decades. All of China's funds were used to build and improve the country's infrastructure, develop education and technology, and eventually let China climb to the top of the global industrial chain.
