We've long had coil guns with similar capability. This is sold in the commercial sector for "non-leathal" home defense: Arch flash is another company to watch. One could only imagine the capability the military currently has. Rail guns and coil guns are similar but not the same, and have different technical challenges as you noted. According to public record, if an country is closest to railgun technology, that's Japan, not China.

As far as I'm aware, the US did not publicly disclose a program for developing handheld railguns. The program you mention is for the NAVY. You couldn't fit that thing in a pickup truck, let alone in your hands... Apples to oranges.
