China wasn't just "buying" commercially available voter data to manipulate the 2020 election, they were hacking state databases to get it, and the specific voter data they needed, was unique, which is how we caught them. The purchased information only contained a small amount of data fields. But, that... wasn't enough, so they began stealing and hacking databases. By 2022, the CCP used CNE data exploitation teams to target and penetrate their way into secured databases and hacked voter data that could have only come from penetrated state databases and their vendors. A similar story broke about a Michigan company called "Konnech," stealing election worker data out of L.A., which was then being sent and stored on servers in China. This is just one of numerous examples of compromised/stolen data related to our elections.
