Instead of Dong Jun, China dispatched a low-level academic officer. Xi Jinping’s purge of top generals has gutted the PLA. Over 36 senior commanders have been removed in recent years. Former Defense Minister Li Shangfu was sentenced to death. Even top general Zhang Youxia is gone. All of this is raising questions of instability within the CCP.

Look no further than General Zhang Youxia. For a decade he was the most powerful soldier in China not named Xi Jinping, Vice Chairman of the Central Military Commission, a princeling with a combat record, the one uniform Xi was said to actually trust. On January 24, 2026, Beijing announced he was under investigation for "serious violations." Translation: the highest-ranking officer to be dragged down since Lin Biao's plane fell out of the sky in 1971. He did not fall alone. The same day, Beijing named Joint Staff chief Liu Zhenli, the man who was supposed to run the PLA's war planning, as under investigation beside him. Both cases must be closed before the Party's Fifth Plenum in October. Note the theme of that plenum: not the usual five-year economic blueprint, but "comprehensive strict governance of the Party." Purge, dressed in the language of virtue. The last time a Fifth Plenum broke pattern to settle scores over personnel instead of the economy, Deng Xiaoping was still clawing order out of the wreckage of the Cultural Revolution. Do the arithmetic no state broadcaster will read aloud. Of the seven men Xi personally installed to run the military commission in 2022, only two are still standing, Xi himself, and his disciplinary enforcer Zhang Shengmin. More than forty members and alternates of Xi's own Central Committee have been penalized or placed under investigation this term, a purge rate unmatched since the Cultural Revolution.
