There are a series of decisions within a cultural framework, and those decisions don't occur instantly, but occur within a dynamic, reactive system. If you return this back to a complex system you get high trust/low trust behaviours emerging exactly as they do in reality. Low trust, red button societies collapse. This is simply unacceptable. Children are transferring into the state sector as a result of government policy, yet there is no plan to ensure continuity of education - even when some will be just weeks from exams. It is a total dereliction of duty.
