@CassieCMartin If they were willing to waste material and time the discs could be made with simple but not crude tools. A series of grinding and polishing operations should be able to make those. Of course those simple tools are more than convention allows for.

On the Mohs scale, this is achievable with Quartz or anything harder than a 7.5-8. A simple pedal operated potter wheel and a clamp can get the round edges to almost perfect and the flat edges just need to be placed on a flat rotating grinding wheel made of anything more harder than jade.
