Simple issues like online submission of Form 8 for name corrections, even when uploaded with all supporting docus, dont get addressed

Fine. It's okay. You could do it for Prof C.N.R. Rao.Nandan Nilekani also may not be disturbed. What about common men who deserve to get voter ID? It is not an ID for any welfare measure. Why should one take pain to get it when ECI reject so many genuine cases for want of documents which every one won't have. People born before 01.7.1987, not in 2002 SIR and unable to link father or mother because of advanced age are advised to give some documents which normally one won't have. It seems that it is an exclusion excercise not an inclusion revision.
