This happened here in California and yes they attempted to charge the store owners.

This shit is not a victimless crime. Those store owners have to rebuild and restock after this bullshit. That isn't free. Plus the loss of revenue because of post-robbery downtime & not having product to sell. Until the law protects businesses, the businesses get to play law.
