Oz and Vance just put a number on what everyone in that market already knew: the exchange was being farmed. Not “access.” Not “equity.” Commissions on names that do not qualify, and in some cases, names that do not exist. What they announced Vice President Vance’s fraud task force and CMS are pulling about 750,000 Affordable Care Act marketplace enrollments they say are improper — phantom lives, people signed up without knowing, people who fail citizenship or income rules. They put the taxpayer savings at $2.2 billion. Another 440,000–450, in the future, under review. Oz: going forward every applicant needs a Social Security number. He said 1.1 million of this year’s enrollees had none on file, up from a historic single-digit share. He said 35% of enrollees never used the plan—about double a normal unused-insurance rate. One ring: 40 brokers, 50,000 people funneled in. Two Florida brokers who paid homeless people for enrollments so they could take the commission: 20 years. New brokers: six-month freeze. Existing unauthorized enrollments: stripped. Agents who did it: on the hook. Why this had to happen A subsidy is a check written on people who work. When a broker can mint a “member” with no SSN, no visit, and a kickback, they have no safety net. You have a machine that converts the Treasury into a book of business. Enhanced pandemic subsidies fattened the take. Enrollment exploded. The clerk class called it success. Unused plans and missing Social Security numbers are not a vibe. They are the audit trail. This sits on the same stack as the June health-care fraud takedown: 455 defendants, $6.5 billion in alleged false claims, CMS freezing and kicking providers before the money leaves the building the same theory Oz said out loud: stop playing catch-up. Kill the enrollment before the dollar leaves the building. What still has to be done The 750,000 is the first cut, not the market. Finish the 440,000. Make SSN and identity proof a hard gate, not a suggestion. Keep the broker moratorium until the license is a privilege that dies with the first fake roster. Prosecute the rings in public so the next 40 agents see the sentence, not a consent order. State exchanges and Medicaid managed-care shops will try to become the new barn. Follow the commission. Follow the homeless-for-a-signature model across state lines. If a plan never files a claim, the subsidy should not auto-renew like a magazine. How the other side will fight it They will call a ghost a patient. They will call a commission a “navigator.” They will file for an injunction in a friendly district and say sick people are being thrown off coverage — without separating the person who was enrolled in their sleep from the person who bought a real policy. They will treat “no Social Security number” as a paperwork quibble. Hold the number. Hold the unused-plan rate. Hold the 20-year sentences. A subsidy for a person who does not exist is not health care. It is theft with a logo. Oz’s three lines are the whole doctrine: stop the fake enrollment at the door, rip out the ones already in, and break the brokers who built the door. Do that, and the $2.2 billion is not a press backdrop. It is the first invoice the taxpayer gets back.
