It won’t stop until you put down the camera and physically stop them. The justice system will let them right back out, but if you make this a struggle for them, it will stop. They do it because it’s easy.

In the 70s, I can remember shoplifters getting tackled in the parking lot and detained. Today, law enforcement and the courts are there to protect the shoplifter. It's upside down.
