The owner of the building eventually showed up and admitted to all the wrongdoing. They said that from today onward, proper lease agreements will be put in place. They also said they will no longer rent salon spaces to foreign nationals, and that only South Africans will be allowed to operate salons in that building. Rousseau said the nation has a single General Will, the true interest of the people, separate from what individuals actually vote for.
