I work in safety. In confined spaces we test 4 gases: oxygen, flammable gases, carbon dioxide, and hydrogen sulphide. What he’s doing is unreliable—it only checks oxygen and misses toxic and flammable gas levels. A flame burning does not guarantee safety.

Testing for oxygen presence down there but that's not a good enough test. Most gaseous sulphides are denser than air and settle in depressions.

Checking for CO2, don't want those workers to suffocate, heavier gases pool in lower places, which is why exploring mines and caves in winter can be deadly if you don't know what you're doing.

I think he is testing for oxygen levels - its also used by artisinal gold miners, after blasting on re-entry or exploring old shafts, they use a candle, if it goes off it implies no sufficient oxygen. In the absence of proper equipment its does reasonably okay.

That excavation qualifies to be a confined space since it’s beyond 1.3M by depth. So initial and continuous gas testing, adequate supervision, well trained workers, effective communication and a proper rescue plan has to be in place as per the job hazard analysis to ensure safety

I'm not an engineer but I have come across the concept of natural gasses pockets such as ethane and methane which are highly flammable. And could be dangerous when they go unnoticed during an excavation

Just use a gas detector. This will not give an actual range of the oxygen levels within the excavated confined space.
