The Democrats’ primary goal during the government shutdown was to deny President Donald J. Trump and Republicans any success — regardless of the collateral damage inflicted on the American people. I have worked for years to pass my Prevent Government Shutdowns Act. The bill would make sure that during a shutdown, Congress would have to stay and work while the American people are held harmless. Congress should stay in DC until DHS is open.

Thought I had a deal on the Shutdown Fairness Act — but we hit a snag. If we can’t reopen the government tomorrow, I’m hoping and praying that Democrats will at least agree to pay federal workers and stop using them as pawns in their partisan games.

When you shut down the government, it doesn’t actually shut down. Most employees at the Department of Homeland Security are deemed essential and required to work without pay. That’s why Congress should pass the Shutdown Fairness Act — to ensure people are paid on time and to stop Democrats from using Americans as political pawns in their dysfunctional partisan games.

Democrats just voted to shut the government down at midnight. If they were serious about avoiding a shutdown, they would have supported the House-passed funding bill or backed my Eliminate Shutdowns Act last night. There were two clear opportunities to keep the government open — Democrats rejected both. As I said in my floor speech last night, this shutdown was completely avoidable.

The U.S. Constitution requires Members of Congress to be paid, even during government shutdowns. If Members of Congress had to forfeit their pay during government shutdowns, there would be fewer shutdowns or they would end quicker. That’s why I’ve introduced a constitutional amendment that, if ratified, would bar Members of Congress from receiving a paycheck for the duration of a shutdown. It’s time Congress plays by the same rules as everyone else & we get back to work on behalf of the American people.

Unlike federal workers, our federal contractors — that includes food service workers and janitorial staff who keep Congress running - did not receive back pay after the government shutdown ended. Ms. Willie has been a federal contractor for 44 years at the Library of Congress. During the shutdown she and her fellow UNITE HERE members joined me for lunch at my office. They missed paychecks during Republicans' government shutdown & had to find other ways to keep her bills paid. I'm fighting for our workers to get the back pay they deserve, and my Fair Pay for Federal Contractors Act would do just that. Congress should pass our bill immediately.

Democrats are totally fine voting to shut down the government and take in a paycheck, while federal workers, their staff, and federal law enforcement go without. We need to pass my No Budget, No Pay Act to hold Congress accountable: either pass a budget or Congress should forgo their paychecks, too.
